Unable to save ANSI encoded subtitles as UTF8

Hi,
I'd appreciate it if you help me solve a problem with srt files.
After reformatting my windows 10 pc, all downloaded subtitles, whether in Arabic or English are displayed like this:

I tried saving the text in UTF8 among other solutions suggested on the internet, but nothing seems to work. Can anyone please help me? Thanks very much in advance.
