After you hit the *GOOD *button (NOT THE BAD BUTTON - LOL) and you see that's nothing happens, reload the tab and see what happen to the rating.
It work for me for 99,99%.

Tried with VPN on and off. No difference. I can't rate.
If you have to work around, mean it broken. And owner(s) don't seem to care.
